Manitoba MPNP Skilled Worker Overseas Stream (SWO)

The Skilled Worker Overseas Stream (SWO) is for qualified skilled workers who may be outside Canada but can demonstrate a strong connection to Manitoba through:

  • Family or friends in Manitoba
  • Previous education or work experience in Manitoba
  • An Invitation to Apply received directly from the MPNP as part of a Strategic Recruitment Initiative

Connection to Manitoba

To be eligible for the Skilled Worker Overseas Stream, you must demonstrate one of the following connections:

1. Manitoba Support

A close relative or friend who is a Canadian citizen or permanent resident living in Manitoba and is willing to support your settlement plans.

Manitoba Supporter Requirements:

  • Must be a Canadian citizen or permanent resident
  • Must have been living in Manitoba continuously for at least one year
  • Must be your close relative OR close friend/former colleague
  • Must be in good standing with MPNP (if previously supported someone)

Close Relatives Include:

  • Sister or brother
  • Niece or nephew
  • Aunt or uncle
  • First cousin
  • Mother or father
  • Grandmother or grandfather

What Your Supporter Must Provide:

  • Settler Plan and Settlement Plan Part 2
  • Proof of Manitoba residence (utility bill, lease, etc.)
  • Proof of Canadian status
  • Evidence of relationship to you

2. Manitoba Experience

You have previously lived in Manitoba as a temporary foreign worker or international student.

As a Temporary Foreign Worker:

  • Must have worked full-time for at least 6 continuous months for the same Manitoba employer
  • Must provide employment records and reference letters

As an International Student:

  • Must have attended and completed an authorized education or training program at a public or registered private vocational institution in Manitoba
  • Academic programs of at least one academic year (minimum 8 months, full-time)
  • Must provide transcripts and certificates

3. Strategic Initiative

You received an Invitation to Apply directly from the MPNP as part of a Strategic Recruitment Initiative.

Types of Strategic Initiatives:

  • Recruitment missions (overseas events)
  • Exploratory visits organized by MPNP
  • Special immigration program partnerships

Requirements:

  • Must have received a valid Invitation to Apply
  • Must apply within the specified timeframe

Eligibility Requirements

Age

  • Minimum 18 years old
  • No maximum age, but points decrease after age 45

Education

  • Minimum Canadian high school certificate equivalent
  • Must provide Educational Credential Assessment (ECA) for education completed outside Canada
  • Higher education earns more points

Work Experience

  • Minimum 6 months of full-time work experience in an occupation on Manitoba’s In-Demand Occupations List
  • Or minimum 1 year of full-time work experience in any occupation (if not on In-Demand list)
  • Must be within the last 5 years
  • Must be documented and verifiable

Language Proficiency

  • Minimum Canadian Language Benchmark (CLB) 6 for NOC 0, A, or B occupations
  • Minimum CLB 5 for NOC C or D occupations
  • Official language test required (IELTS, CELPIP, TEF, or TCF)

Adaptability

Points awarded for:

  • Connection to Manitoba (support, experience, or strategic initiative)
  • Age
  • Language proficiency
  • Work experience
  • Education
  • Adaptability factors

Settlement Funds

You must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements for 6 months:

  • Two post-secondary programs (2+ years each): 115 points
  • One post-secondary program (3+ years): 110 points
  • One post-secondary program (2 years): 100 points
  • One post-secondary program (1 year): 70 points
  • Trade certificate: 70 points
  • No formal education: 0 points

Adaptability (500 points max):

  • Close relative in Manitoba: 200 points
  • Previous work experience in Manitoba (6+ months): 100 points
  • Completed post-secondary program in Manitoba (2+ years): 100 points
  • Completed post-secondary program in Manitoba (1 year): 50 points
  • Close friend or distant relative in Manitoba: 50 points
  • Strategic initiative Invitation to Apply: 500 points
  • Immigration destination in Manitoba (outside Winnipeg): 50 points

The Application Process

Step 1: Expression of Interest (EOI)

  • Create an online profile in the MPNP Expression of Interest system
  • Answer questions about your profile
  • Receive a score based on the points grid

Step 2: Enter the EOI Pool

  • Your profile remains in the pool for one year
  • You can update your profile at any time
  • Highest-scoring candidates may receive a Letter of Advice to Apply (LAA)

Step 3: Receive Letter of Advice to Apply (LAA)

  • If selected, you will receive an LAA
  • You have 60 days to submit a complete application

Step 4: Submit Full Application

  • Complete the online application
  • Upload all required documents
  • Pay application fee ($500 CAD)

Step 5: Application Assessment

  • MPNP officers review your application
  • May request additional documents or an interview
  • Processing time: approximately 3-6 months

Step 6: Nomination Decision

  • If approved, you receive a provincial nomination
  • You then apply for permanent residence to the federal government

Step 7: Permanent Residence Application

  • Submit application to IRCC within 180 days of nomination
  • Include nomination certificate and other required documents
  • Processing time: approximately 12-18 months
